The Lazy Myth of Direct Federal Inspection

The lazy consensus claims that when FAA inspectors personally walk the factory floor and inspect every rivet, airplanes get safer. It sounds reassuring. It fits nicely into a news soundbite. It is also physically impossible.

An airliner contains millions of parts, thousands of software modules, and miles of wiring. The FAA has roughly 4,000 aviation safety inspectors responsible for oversight across commercial airlines, general aviation, repair stations, and manufacturing facilities across the globe. If federal employees had to personally verify every assembly step on a modern assembly line, commercial aviation manufacturing would instantly grind to a complete halt.

When the agency stripped Boeing of its authority to issue individual airworthiness certificates (Form 8130-3) for the 737 MAX and 787, they did not create a better system. They created a bottleneck. In an organization driven by quarterly Wall Street targets, that same finding is reclassified as an acceptable risk profile to preserve delivery timelines.

Putting FAA badges on line inspectors does not fix that dynamic. An inspector sitting at the end of the line cannot detect a flawed control law buried in millions of lines of code if the system safety assessment presented to them was flawed at the foundational design stage.

Stop Asking if Boeing is Ready

The media asks the same standard question: "Is Boeing ready to inspect its own planes again?"

That is the wrong question.

The question we should be asking is why regulators continue to evaluate manufacturing safety through end-of-line inspections instead of systemic audit architectures.

End-of-line inspection is a legacy control strategy from 1950s manufacturing. Modern industrial quality relies on Statistical Process Control and automated telemetry. If a build process relies on a human holding a clipboard at the final exit door to catch critical structural or software defects, the manufacturing process has already failed.

When the FAA steps back into an auditing role and allows Boeing to re-assume individual certification duties, it is not a signal that Boeing’s engineering culture is magically cured. It is simply an admission that the temporary workaround of direct government sign-offs was unsustainable, inefficient, and largely performative.

The Cold Reality of Delegation Systems

Delegated oversight is not an act of regulatory surrender. It is an operational necessity. Every major civil aviation authority on the planet—including the European Union Aviation Safety Agency (EASA)—uses similar delegated authority models for complex aerospace manufacturing. Airbus, Bombardier, and Embraer all operate under systems where company employees execute regulatory verifications.

The hard truth that critics refuse to acknowledge is that manufacturer engineers hold infinitely deeper domain expertise on specific aircraft architectures than any third-party government inspector ever could. A civil servant cannot possess deep specialized mastery over every proprietary avionics bus, composite curing cycle, and flight control loop across dozens of different airframe types.

When you remove delegation, you replace specialized engineering accountability with bureaucratic compliance checking.

The trade-off is clear:

  • Direct Inspector Oversight: Creates high friction, slow throughput, and a false sense of security based on surface-level paperwork audits.
  • Delegated Authority with Strict Systemic Auditing: Leverages deep technical expertise, places legal burden back on the manufacturer, but requires absolute independence for internal designees.

The regulatory failure was never that Boeing engineers held stamp authority. The failure was that regulatory agencies stopped performing rigorous, confrontational auditing of the underlying engineering assumptions.

Fix the Incentive Structure, Not the Stamp

Restoring certificate issuance privileges to Boeing does not solve the fundamental problem facing aerospace manufacturing today.

If Wall Street continues to reward short-term delivery beats over long-term structural integrity, administrative tweaks to who signs Form 8130-3 are meaningless. The authority to issue a certificate is just ink on paper. True safety lives in the willingness of an organization to delay a delivery, burn a quarter's guidance, and protect the engineer who raises a red flag.

Until aviation executives face real, unyielding consequences for pressuring safety designees, changing who holds the pen changes nothing at all.
